I have been a member of the Hayward City Council for 8 years. I have lived in Hayward for 12 years. As a hobby I raise black & white ponies. I belong to St. Theodores Catholic Church in Albert Lea. I am a member of the Eagles Auxilary. I enjoy dancing to "Old Tyme" music and I love to travel.

 I was born in St. Paul but have lived in southern MN for the last 25 years, the last 4 being here in Hayward.  I work full-time on a family farm and enjoy raising sheep and working outdoors in my free time.  My wife Lisa and I have 2 sons, Adam and Luke.  This is my first term on city council and I look forward to serving the city and watching it grow.

My wife Debbie and I have lived in Hayward for the last 5 years. We are members of St. James Catholic Church in Twin Lakes, MN. My fulltime job is Director of Operations for a small manufacturing company in Albert Lea. I am a member of the Knights of Columbus. Also I am a Vietnam War veteran and a life member in the American Legion and VFW . My main hobbies are working on the computer and being a general class Ham radio operator.

 

My goals on the city council are to to promote growth in the community and make the city a safe and quiet place to live. I want to work hard to manage our expenses and look for improvements to cut expenses to keep our taxes and city costs in control. Please feel free to contact me if you have any ideas or concerns and I will bring it up at the city council meeting. Also feel free to attend our regular city council meetings which are held on the second Monday of each month at the city community center at 7pm.
 

Councillor Dale Matson

Born in 1934 in a tar papered shack on 40 acres of peat land in Freeborn County. Graduated from Albert Lea High School in 1952 and from Mankato Commercial College in 1957 where I received my senior accounting degree.
My family was into farming and owned several transportation businesses operating out of Albert Lea.
Marilyn and I built our home in Hayward in 1958, raised our family here and intend to stay as long as possible.
I'm now in my third term on the city council. My goal is to promote a neat, clean community that attracts residents and hopefully new businesses. We enforce our city ordinances! This mission will maintain property values and inspire growth which will make taxes affordable and competitive.

General Statement of Duties: Performs Bookkeeping and secretarial work involving coordinating elections, records management, assessments, and licensing; provides secretarial support to the City Council; and performs related duties as required.

Typical Duties Performed: The listed examples may not include all duties performed by all positions in this class.

    • Acts as secretary for the Council including attending Council meetings and recording Council actions; preparing and indexing Council meeting minutes; notifying interested parties of actions taken.
    • Prepares accounts payable and receivable transactions and posts information to journal; verifies account information; and generates checks for bill payments.
    • Maintains and processes payroll, payroll deductions, payroll records and reports, etc.
    • Deposits and transfers money between accounts; balances accounts.
    • Processes quarterly water and sewer billing. Receives meter cards and enters information into the computer. Sends out quarterly bills and processes the payments made. Responsible for sending out late notices and adding fees accordingly. I am Responsible for notifying maintenance person of water shut-offs for non-payment of bills.
    • Make out quarterly tax returns (941) for Internal Revenue Service.
    • Monthly P.E.R.A. forms, filling out and sending in with check.
    • Keep record of all animal and liquor licenses, and collection of the money.
    • Assists the outside auditing firm with annual audit.
    • Prepares and types correspondences, reports, memos, letters, ordinances, etc. on behalf of the Council.
    • Attests the Mayor’s signature on official documents whenever required and maintains responsibility for the City Seal.
    • Receives requests, complaints, and information from the public and transmits to staff and/ or Council or handles.
    • For local elections, prepare and receive candidate filings; post and publishes notices of election; administers oaths of office for elected officials.
    • Complete and send out annual township Fire Contracts.
    • Send out yearly Hall billing to township.
    • The clerk shall sign all the city’s official papers, vendor and payroll checks.
    • Assist with the annual budget and prepare approved levy to the County Auditor by Sept 15th and Dec 15th each year.

I have been working for the city for 16 years.
License Requirements:
  • Class D for wastewater treatment from M.P.C.A.
  • Class D for water supply system from MN Dept. of Public Health
Duties include:
  • A current inventory of all city property must be maintained and kept on file.
  • Supervise maintenance of or maintain all city equiptment, vehicles and facilities; subject to ability and available tools.
  • Handle all problems, maintenance, monitoring, treating and recording as required by water department; includes reading of meters.
  • Handle all problems, maintenance, workings and recording as required by sewer department.
  • Handle, according to the season, all necessary maintenance of the street system; major items by council approval.
  • Be responsiblefor maintenance of all city real estate.
  • Person will work with area organizations and businesses for work on city projects, solving problems when possible.
  • Bring to the city council all matters as they relate to the rules and ordinances of the city.
  • This person shall receive all telephone calls coming to the office, pickup city mail daily and provide support and assistance for council members and the city clerk.
  • When possible, this person shall be on call 24 hours per day to deal with emergency situations. To protect this area and all other work areas, this person shall have designated individuals ready, willing, able and approved by the council to carry on in his absence.
  • This person will be required to attend meeting of the city council unless asked not to attend.
